How does Flash Slothmore and the other DMV sloths fit in with Zootopia's anti-prejudice message? It's just a joke that can wear itself too thin when milked to death.
It fits in great, since flash actually defies the stereotype of a slow sloth by being the speed demon at the end. Plus, it's hilarious.
