In the movie, Judy didn’t really care for following instructions. She abandoned her post to go after Weaselton, and brazenly agreed to help Mrs. Otterton in front of Chief Bogo. Even as a civilian she dragged Weaselton off to a mob boss just to get information. So it wouldn’t be surprising if she used her badge for other unscrupulous activities…
